Sometimes this is referred to as hot spot temp or on the 980 Ti it might be VRAM. You also should see these in something like HWiNFO. Web4y. After latest driver update, my Gainward GTX 1060 3GB is stuck at 139 MHz. During load it stays at 139, GPU load goes to 99,99%, power usage stays arround 35W and temperatures of GPU 30 degrees C. Those are readings from GPU-Z.
