If you want them to wear a specific outfit make sure its the only apparel in there inventory. If you notice they arnt putting it on its because they wont wear it. If you give them multiple sets of armor they will wear the armor with the highest DT (damage threshold). Quite unfortunate that they only wear certain apparel.
